Hanging Art in Relation to Below Furniture

Never hang artwork higher than 25% of the height of the object below it.

For example: If a dresser is 36" tall, don't hang anything on the wall above it higher than 9".

(36" x .25 = 9"). The art print in this picture is hung WAY TOO HIGH over the dresser and it just looks stupid.
